Having the motto Dare to Transform, the 2021 Innovation Week comes to an end with over than 300 hours of content, 200 activities, 30 national and international speakers, 40 pitches, debates and strategic reflections towards building the Public Sector we want for the 21st Century.
There are now seven editions promoting discussions of ideas, the exchange of experiences and an even more disruptive mindset at Public Administration. Since its beginning, the Week has been growing in terms of structure and size, favoring and spreading an innovation culture among public agents throughout Brazil and the world. The event is currently the largest of its kind in all of Latin America and fulfills his fundamental role of presenting trends and possibilities for the transformation of public organizations. Based on examples from all around the world, we discussed how public agents and civic entrepreneurs may imagine and build new possible futures.
Partnering with Demos Helsinki, we have derived four recommendations to support governments through different manners to reimagine and to build futures:
- Governments must bring public confidence back through democratic innovations;
- Governments need to be adaptive and action-driven;
- Governments need to perceive cooperation as the main way to manage complexity;
- Governments must create tools for creative problem-solving;

Innovation Week 2021 Main Stage
The Covid-19 pandemic and the climatic emergency have highlighted the need to practicing new ways of seeing, being, thinking and operating as a government under uncertainty and complexity contexts. There is no doubt that governments worldwide need to change, the question is how to act to transform them right now? Within such a defying scenario, the 2021 Innovation Week played an essential role in fostering debate on the public sector transformation in order to overcome society’s challenges.
This year sets the beginning of the decade of action to reach the 17 Sustainable Development Goals. The challenges range from rebuilding the economic bases for development – as the energy matrix – to building economic models that promote development without jeopardizing the available resources for future generations.
This context asks for a new and specific way of doing and being government, which articulates new skills, mental models and premises. After all, the heart of a government consists of public servants who must not only recognize the need for change, but also have the courage, willingness and necessary training to lead transformation. For us, the public innovation agenda must offer a space for reasoning and action, where sewing new ways within these challenging agendas is possible, seeking relevant opportunities to lead the transformation we need and strategies to keep building better services.
This way, the focus of Innovation Week derived from imagination (in 2020) to transformation. We put mankind’s major agenda at the center of the debate to discuss how innovation can act on these problems, diverting the attention from the ordinary, pointing out paths for possible transformations and calling for action today. We tried to broaden public debate and to reinforce the confidence that changes are possible, by inviting governments and society to actions driven towards a stronger, fairer and more diverse democracy.
The Innovation Week’s Main Stage is the epicenter of this effort. On it, orbited characters that, in varied areas of human activity, made and make the difference. Their examples and their reflections inspire hearts and breathe oxygen into the public debate about issues at the forefront of the State, society and the economy. Through this multiplicity of looks and speeches, we aimed to provoke and inspire public servants to transform the government on a daily basis, through insurgence and testing of news ways of doing and being government.
The program addressed, in a panoramic way, the social challenges persistent in the current context, by pointing out possible paths for transformation in the public sector and in society as a whole. Going beyond than just recognizing that change is needed, the Week consolidates itself as a catalyst for meaningful discussions that broaden our perceptions on present times and encourage us to create new paths for transformation.
Dare to Transform is a permanent mission. We look forward to seeing you again in 2022!
